How I rank: a card earns its place by doing more than a plain hero of the same cost, across every General deck it can go in. Duels rewards tempo, so the top tier is cards that change the board the moment they land: removal on a body (Beowulf), a Swift attacker that hits on arrival (Hattori Hanzo) and a debuff on every enemy (Devana). Board-wide damage like Plague of Locusts and Flood of Creation, and cheap removal that replaces itself like Directed Strike, are close behind. Some cards depend on the deck around them: Xquic feeds sacrifice and Vengeance decks, realm lords like Akuma need heroes from their realm, and partner cards like Hunahpu and Xbalanque are ranked on their own but are much stronger played together.
